PL5: National 6G Testbed & ecosystem


Program Line 5 strengthens the Dutch 6G ecosystem by linking technology, collaboration, and societal integration,

The focus is on the development of the National 6G Testbed: a single, integrated network of regional 6G Fieldlabs where businesses, research institutions and public authorities jointly develop, test and validate new technologies for practical applications in a realistic, pre-commercial environment.

In addition, Program Line 5 focuses on international standardisation, ensuring that Dutch innovations have a global impact, and on developing talent through learning communities. It also involves collaboration with policymakers on themes such as AI, privacy and spectrum.

Work package 5.1 – National 6G Testbed

This work package helps companies innovate early with 6G through the National 6G Testbed. In a network of connected field labs, new technologies and applications can be developed, tested, validated, and prepared for market deployment in a realistic environment. This gives companies access to expertise, facilities, and collaboration partners that accelerate innovation and shorten the path to market.

The National 6G Testbed brings together the technologies from PL1 and PL2 and the applications from PL3 into a single collaborative experimental environment. In addition, the testbed is connected to European 6G initiatives, enabling Dutch companies to collaborate, experiment, and innovate on an international level as well.

Work package 5.2 – Standardisation and international cooperation

This work package strengthens the Netherlands’ international position in the development of 6G standards. Through active participation in international standardization organizations such as 3GPP and ETSI, and collaboration with European and global partners, Dutch innovations are incorporated into future 6G standards. In doing so, Dutch organizations increase their international influence and their position in future markets. This gives innovations from Future Network Services global reach and impact.

Work package 5.3 Human Capital Agenda

This work package strengthens the development of 6G talent by connecting education, research, and industry. Through degree programs, training courses, and Learning Communities affiliated with the regional 6G Fieldlabs, students and professionals develop the knowledge and skills needed to develop, manage, and apply 6G technology. This creates a strong talent base for the digital economy of the future.

Work package 5.4 Technology policy co-development

This work package brings technology development and policy together at an early stage.  It focuses on themes such as spectrum, privacy, AI, digital sovereignty, and cyber resilience. By identifying opportunities and bottlenecks early on, this work package supports future-proof Dutch and European 6G policy and ensures that new innovations are better aligned with future laws and regulations.
